Description (?): This service implements the secure hypertext transfer protocol (HTTPS) for the HTTP service, using the Secure Socket Layer (SSL). If this service is disabled, any services that explicitly depend on it will fail to start.

Explanation (?):

The HTTP SSL service provides secure socket layer (SSL) to the hyper-text transfer protocol (HTTP) in the newest version of IIS, version 6.0. The default port/socket used by this service is 443. In an attempt to make Windows Server 2003 less prone to hacking, Microsoft has taken the approach of dividing up Windows components to limit the exposure of a server. For this reason the SSL extensions have been removed from an all encompasing IIS to one with everything turned off that must have its components turned on one-by-one. Therefore, if you would like to use SSL to use for HTTPS on your server then this service should be set to automatic. However, if you do not plan to use secure HTTP then it is best you uninstall this feature through the add/remove components.
